I owe my mom money and she wants me to pay through pay pal, which is the fastest and best way to make monthly payments to my mom?

Send money > put in her email address > select friends/family > put in amount > check and send.

As its a f/f payment then no fee if funding from your bank account or balance but you would pay a fee if funding it from a card.

Check the email address very carefully as if you make a mistake you may not get the funds back again.
