PP Customer Care Agent told me that I can't & shouldn't use PayPal to send money to my friends or family member or any non commercial transactions. Then why PayPal lets us send/receive money in first place? What's the difference between Personal & Merchant Account then!! Is it okay to just make an empty invoice to send or receive money then?

The friends / family payment option is not available in your country.
You can send money to your friends but it would be classed as a payment for goods and you they would be charged a fee etc, that is IF they can accept those commercial payments in the first place which most can't.
Advice is voluntary.
