As per the title; can I reactivate payments to a merchant after I rendered them inactive?

Nope you would need to set it up with the merchant again.

Thanks. I did get to 'chat' with a CS agent and they had said the same as you. Anyhow I went back to my merchant and explained the situation and they assured me that the recurring payment was still 'live' their end. I did earnestly try to explain but my damaged hearing coupled with an overseas merchant who's first language isn't English possibly didn't get through despite my insistence and concern. We will see come July 7th though; thankfully I can top up my phone with credit before the due date in case an extended call is necessary.

Addendum: The merchant has renewed one recurring payment; the bigger test comes on the 7th July.
