People can't send me payments

hi, I am from Egypt nobody can send me any payments if they try to send payments it tells them "payment can't be due to regulations"
I have no problem with my paypal account 
I have verified credit card
verified phone and gmail
I'd be grateful on any help

I have read it everything there I have it in my account
I got a verified mastercard,gmail,number
I still don't understand what to do so i can recieve money
