Pending

My brother asked me to buy a football shirt for him using my card, I payed through the online shops basket using paypal...

But the activity tab on paypal says the money is pending..
Ive used paypal forever and not had this..

What does it mean ?

"This transaction is currently pending compliance review. Please do not try to send the payment again until you hear from PayPal. If the compliance team has any questions for you regarding the payment, the team will email you. Thank you in advance for your patience with this matter."

Hi paypal, can you please tell me why this happened at least ?
A large amount of money was spent and you are holding my money, it would be good to receive an explanation.

Hi , I ordered the football shirt and paypal said it was pending ,
My money was refunded to me but I have not received an explanation as to to the transaction didnt go through 

Can someone please explain to me why , thanks.
