Pending

Hi, I received money from a US friend he sent it on friends and family so I tried sending the money back to him on friends and family but it’s been 6 days now and the transaction is still pending to be sent to him. He says on his side there is no accept or decline and on my side I can’t cancel payment nor do anything with it so how do I resolve this

Why is it pending? Click transaction for details. Did they take the money from your bank account or PayPal balance? Is it marked Pending but under review?
