The recipient has to click "Add Tracking" and select an order status (Shipped or Order Processed) first and then sender will get an email from PayPal to confirm receipt or they can ask sender to confirm receipt on their account to release funds.

Or PayPal could be reviewing the payment, allow up to 72 hours before PayPal can release it to the recipient.
