Pending transaction (it says it needs accepting

Hello,

I sent money over to someone and it says 'pending' and that it needs to be accepted, what does this mean?

Also, when I call up they say all my transactions are £0 when I successfully sent money over a few days ago.

Sounds like an email related problem.

Is it an Ebay transaction or not?
