Pending refund

I ordered an item and then made payment my payment was accepted and then the seller paid me a refund which was pending for a week then was cancelled. Now another refund is pending but it’s taking a week. When does PayPal get involved to ensure I get my refund?

They don't, if the refund fails thne open a paypal dispute.
