Their payment could be subject to the PayPal 21 days funds availability hold. Funds are temporarily unavailable and in their pending balance, to ensure the seller ships what they sold out and to cover disputes should you report a problem with the transaction within 21 days. If you paid for goods and services, the seller should ship asap, their money is there in their account, just temporarily unavailable for their use and held by PayPal, not you. The seller should have a little capital on hand to pay for shipping to conduct their business, not run things payment by payment.
