Pending Transactions in Singapore taking very long

Since Jun 12, 2019 6:30AM (GMT +8), payments made via PayPal are not clearing and in pending mode. Our customers tells us that the payment has already been withdrawn from their credit card accounts, but we have not received a payment confirmation. Plus we don't see the transaction on the dashboard. 

 

Earlier today, PayPal told me they are working on the problem, but it's been a few hours now and I don't see a resolution and our customers continue to make payments.
