Paypall reject an Ebay transaction (fine) I pay with a card (works) Paypal locks-up unsuccessful

Paypall rejects an Ebay transaction (fine) then I pay with a card (works) Paypal then locks-up that transaction as unsuccessful and I can view the transaction again.  Ebay transferred my call to Paypal.  Paypal has me on hold for 1 hour and 8 minutes.  Does Paypal not want my business any more?

you need to tell us what you are trying to buy.

It could be this transaction is too risky,due to nature of the item or the seller reputation.

why don't you ask the seller ,and read his Eaby feedback
