Paypal won't process my payments after insufficient card balance

Hello,

 

So I tried to buy stuff form an online store and I did not check the balance on my card -that is confirmed and linked to my paypal account- and the payment was rejected due to insufficient balance. after that I added money to my card and retried to process the payment but paypal rejected processing the payment and I get this message from the checkout page of the online store: PayPal refused to process your transaction. Please check your PayPal account and try again. I think that there is some kind of a hold being placed on my account because of the first time when tried to pay with insufficient balance.

Is there actually a hold on my account?

How do I remove the hold or dose it go after some time?

What should I do?
