Paypal will not let me issue a partial refund - Insufficient Funds

Hi Everyone. I am trying to issue a partial refund to an ebay customer. Paypal keeps telling me "Insufficient Funds," even though my account is linked to a bank account and a credit card. Those links work fine when I'm purchasing something thru ebay or someone buys something from me thru ebay. It also works fine when I purchase postage thru the ebay shipping label.

Does anyone know why it's not letting me do this? Thanks.
