Paypal website pro account keeps failing when trying to process an Israeli credit card

Hi there

 

Does anyone have any ideas why it keeps failing? We have added all the available currencies to our paypal website payments pro account. They were only added a few hours ago. It says WORKING and sits there and does not process the payment. UK credit card payments work fine. It is with foreign credit cards. 

 

Does anyone know what could be causing this? Is there something missing in the setup? Does it take 24 hour to actually add the currencies properly to the account to take credit card payments?

 

Any ideas?
