Paypal to paypal payment

Once I try to send money from my PayPal account to another PayPal account, I get a pop up with the message

                     Sorry, we weren't able to complete your payment at this time. Please try again later.

                                       If you continue to encounter problems, please contact customer service.

I have been trying to do this for a few days I have not had any specific communication regarding the issue from PayPal even after sending emails.

Kindly help.
