Paypal split payments - Guest checkout is not working

I seem to be having an issue where split payments work find if users are existing paypal members and use their registered cards to make payments.

However if anyone tries to checkout using guest / credit/debit card payment it fails.

Is there a setting I may not have turned on, or a known issue with both types of payments?
