Paypal removes my preferred payment method when sending funds

I'm trying to send funds (around USD 1,500) and when I try sending it, Paypal keeps showing me my credit and debit card options only and wanting to charge me over $40. My preferred method is my bank account and it's been that way since forever.

I've done the same transaction to someone else on a monthly basis for the last 6 years and it's been fine. The fee has been $4.99 and that's okay.

What is another way around this?
