Good day! So i've received money from Shutter Stock and got email 

Get your money in just a few easy steps. Claim it by December 7, 2019 or it will be returned to the sender.

so i've push CLAIM YOUR MONEY... and i've log in to paypal, and it was saying "Done money already yours"

After that in 1 minute i've received email 

Shutterstock Images C.V. canceled this PayPal payment

And in my account there are no money... 

what's wrong????

The option to 'receive' paypal payments is sadly not available in your country.
You can only 'send' payments for purchases.

Why there are no BIG RED LETTERS IN MY ACCOUNT "CANT RECEIVE MONEY IN UKRAINE"??? Damn... Hope my money will return on my shooterstock account... Why are there those restrictions for my country? ((((

No idea, you would have to ask Paypal why.

However they are only allowed the amount of services in a country that the banks / governments of that country allow.

That is why paypal is country specific and each country varies on services offered.
