Paypal.me payment denied: government regulations

I have seen similar questions in this community, but none specifically addressing paypal.me. The solution provided in another thread didn't work because, apparently, it was for paying a regular invoice, or paying online... not using a paypal.me link.

 

I'm trying to send money to a friend in New Caledonia (I'm in the US) using his paypal.me link. I have tried three times, and each time I'm told that it was denied due to government regulations. I need to get this money to him, and I have no idea what to do next. Can someone help me understand what regulation(s) we might be crossing, and what alternate method PayPal suggests?

1) The recipient has to have their automatic transfers set up:

https://www.paypal.com/al/webapps/mpp/ua/recpymt-full?locale.x=en_NC

 

2) New Caldonia PayPal accounts can only accept goods and services payments, so if the recipient's PayPal account is a personal account, select the goods and services option for sending the payment via PayPal.me link, not friends and family.
