Paypal having issues confirming my email

Someone has sent me a payment and the email keeps asking to confirm my email.

I put in my email but it keeps telling me something went wrong on their end. 

I have confirmed my email and even confirmed a second email but I keep getting the same error.

I am able to send money but it seems that I can receive it for some reason.
