I had to cancel a sale due to Royal Mail refusing to send a mobile phone due to the batteries it used. They are used Ni-MH nickel metal hydrde batteries. Paypal kept £19.91 fees even though the sale was cancelled. Is this correct? What can I do? Thanks.

When a payment is refunded all fees relating to this transaction should be cancelled out. Are you sure it was your PayPal receiving fee or was it your eBay fees? I would recommend to double check this.
