I rented an apartment I made the first rent payment 1500.00. The landlord refused payment, they will only accept personal checks. I Thought the funds would be direct deposited back into my account. When this did not happen, I filled out a on-line request for refund. I just received a e-mail after 5 days that the request has been denied. I filed an appeal, can someone please explain to me how paypal has the right to keep my money.
