I tried to make a purchase last night on Ebay, paying with my Paypal balance. It said verification required and wanted a number to text. It did not like the number on file (it sounds like it thinks my name is not linked to the number). So I gave it my old phone number to a different phone and that worked.
Then it says "We can't process your payment. Try again, or select a different payment method to check out."
No errors from Paypal or Ebay otherwise.
The first time trying it did let me buy one of the items in the cart, but that was it. Nothing has worked since. Of the order with multiple items I guess it paid for the first one. I did get a fraud text on the phone and I replied saying that transaction was fine. Trying again with the remaining cart items, it has never worked (despite no errors until the last page).
So, I tried to send a support message. Paypal said messages were unavailable. I called in. It said I was out of office hours.
I tried it again this morning and the same thing. Called in and it said the phone lines were closed and hung up on me. Then tried to send a support message which was still broken.
Finally, I tried to just withdraw my balance, and Paypal refused to do that.
Again, no notices on my account. No emails, no texts to address.
I think there's no other support avenue I can go through and no way I can use my Paypal balance.

Thank you for raising this matter to us. There are several reasons why your payment got declined one is the merchat/seller is not accepting PayPal balance as means of payment wherein it will show in the Checkout page if the merchant/seller is accepting PayPal balance. Another reason is, your account is not yet upgraded to a PayPal Cash or PayPal Cash Plus for you to use PayPal balance for transactions(please see below article on how to upgrade your PayPal Account). Please see below articles for other reasons.

I was actually able to make a payment with my Paypal Balance a few days later. Same order as before. So I should be set now.
