Paypal charged me twice via direct debit when no money in the bank

Direct debit, no money in the bank, Paypal balance goes negative, put some money in it, a few days later Paypal steals the money from my bank account

How ridiculous that you accuse them of stealing.

If you have a negative balance then paypal will apply to your bank for the funds to clear it, IF at the same time you have transferred an amount to clear it then x2 payments will process.

The first will clear the neg balance and the second will be credited as a + to your paypal account and you can withdraw it again if you wish.
