Paypal - Things don't appear to be working at the moment

Hi, I'm trying to set up Woocommerce on my webiste and use Paypal for payments but when I test I'm getting the following error message

"Paypal - Things don't appear to be working at the moment. Please try again later."  is anyone else getting this or is it a problem with my set up?
