Paypal Requires Me To Phone Them

I am hard of hearing. I have a dispute with a seller who agreed on a return of an item, but then delayed acknowledging the receipt, so eBay closed. But both eBay and Paypal insist upon my phoning them - at my cost. However I have tried the links to do so and they always time out. However more seriously is that I am hard of hearing and really cannot use a phone. Both do not having working - that is that do not time out - chat nor texting nor emails. And likely illegally both do offer a phone text service for the deaf. How do I contact Paypal not being able to use a phone?

Ebay contact.

If you're contacting from the UK, you can get in touch with eBay at 0345 355 3229.

Alternatively, you can get in touch with them through social media, either via Twitter (https://twitter.com/AskeBay) or Facebook (https://www.facebook.com/eBay.co.uk).

Paypal contact.

1. You can click on help / contact and use the message centre option in the blue band at the top of the page (or the very bottom of the page dependent on country).

2. You can click on help / contact and use the phone option in the blue band top of the page (or the very bottom of the page dependent on country).

3. You can send them a personal message via their Facebook page @ www.facebook.com/PayPal

4. You can send them a personal message via their Twitter page @ AskPayPal for Twitter

5. You can use the message centre in your paypal account.
