I used a VISA Vanilla Gift Card to pay someone $87.00, and it worked but he wasnt able to accept it. It said he refunded it, but didn't show up on my balance, yet it showed up on my activity. Someone please help me with this.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
