I am so glad Pay-pal is taking another step to put more money in their pocket .Beginning oct 11 2019 ""the fees from the original transaction will not be returned." Meaning if someone paid you and that person requests a refund, you have to pay for that out of your pocket because the customer changed their mind.

If the refund is not due to your fault, then deduct it from the refund. Let the buyer know the terms of sale and put it in your seller policy. Its not against PP ToS.
