Can I not spend my money without a credit card? I thought Paypal was supposed to be an openly sourced website that you can access a pool of money to spend. I don't want to link a credit card because that would defeat the purpose of Paypal. Sure you can say "security" but I would just use a credit card straight. This is absurd and every transaction requires a credit card. Is there a way to fix? Please help.

You can use funds in your paypal balance 'as long as' they are in the correct currency and not pending.
BUT for some transactions ie digital / virtual or higher risk AND at some point anyway Paypal will ask you to add a card to act as a back up funding source and to verify your Paypal account.
Advice is voluntary.
