Paypal Keeps Asking for credit card on payments - There is one added and verified

Everything was working smoothly until my card expired and added the new one.

Now on most cases when I try to pay or add paypal as a payment method (in upwork for example) it keeps asking me to add a card. Even if I add it again nothing happens and it keeps asking. Card is working fine. And paypal has worked with it on some cases also.

Do you have a billing agreement setup with Upwork? You might try canceling that and setting up a new one.
