Paypal Invoice questions

Okay, here's the story. I bought something on Ebay, and the paypal option that the seller had set up did not actually go to a valid paypal account. They instructed that I pay them through another paypal account directly and bypass Ebay. So I cancelled the original paypal payment, and they eventually sent me an invoice directly through Paypal, but the amount that they invoiced for was the amount INCLUDING taxes. So my question is this...with the payment now no longer going through Ebay, and going directly through Paypal for just a lump sum (for the item, shipping, and taxes) where will those taxes actually go? Will Paypal collect the taxes? How can I know that they aren't going to charge an incorrect amount for taxes since some of it is based on state and type of item sold? I don't want to give this seller extra money.
