Buyers don't pay fees, only sellers.
The only time the 'sender' pays a fee is if you are sending a gift payment ie friends/family and funding it via a card (bank account and balance free).
Does vary country to country as some counties don't have some options.
Also you may pay currency conversion fees if buying.
Advice is voluntary.
