When I want to send a payment, it automatically becomes "FOR GOODS AND SERVICES". How do I change to friends and family?

Not every country has the friends/family option and i think your country is one of those where its not available.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
