No, it would not. PayPal would block payments according to the Block Payment Preferences or the fraud filters available that you set in a Business PayPal account (Block Payment preferences/fraud filters not available with personal accounts) . You'll need to adjust seller and shipping preferences in eBay to try to block non-uk buyers from placing orders. However if the intl buyer uses a UK ship-to address, those orders may go through though.
