I can’t receive payment from a company i bought headphones from and they want to send me money because the headphones are not working right but everytime they try to send me the money it says sorry this payment cant be completed due to regulations.

If its within 180 days then they should not have to 'send' you money, they can use the 'refund' option.

However if its over 180 days and they cannot 'refund' then you need to read this policy as you are in one of the affected countries.
