I'm sorry to hear that you're unable to add PayPal as a payment method on Uber. There are a few reasons this could happen. One would be if you're using Uber in another country. If I recall correctly, Uber may not allow the account in one country to be linked to a PayPal account in another country. If that's not it, it's possible that the billing agreement initiation is being declined for security reasons. Please try again after giving it some time without trying ( a day or so) and then see if the problem persists. If it continues, please reach out to customer service.
