Payments not working

I have been paying school bills via paypal for over a year now, just this week I found out I could no longer make payments, I had to reconfirm my card, and enter a 4 digit code. But even after doing all that I still got a "Sorry, but we couldn’t complete your purchase using the payment method you selected. Please add a credit card" message. Why is this happening on an account I've been using forever and how do I fix it?
