Whenever I try to send a payment with my Paypal Balance, it gives me this message: "Sorry, we weren't able to complete your payment at this time. Please try again later. If you continue to encounter problems, please contact customer service." I tried sending as friend and family and also as goods and services and both fails. I checked and as far as I can understand, I am not limited in any way. I also tried contacting custom support, after giving me the same response as the article a couple of times, they told me that they found no issue with my PayPal account and to use another payment method, and then stop responding to my new messages.
tldr: Trying to send payments with Paypal Balance and never can be completed. Help articles only talks about if you were having trouble sending payments with cards or banks, does not apply to my current situation.
