Payments for ebay shipping

I have looked at every setting I can find. I am always charged shipping through my bank account when I send something I've sold, instead of my Paypal balance. I found this on one setting, " PayPal will always use the PayPal balance in your account first." but that is not what's happening. The balance I have in my account is sufficient to pay the shipping charges. Does anyone know how to resolve this?

You may need a PayPal Cash or a PayPal Cash Plus balance account:

Or, unlink your PayPal and eBay accounts first and then relink it in the process of buying eBay postage and selecting your PayPal balance as the preferred method. Also go to the Wallet page to ensure the balance is set as the preferred payment method.

 

To unlink at PayPal:

Go to Account Settings (gear icon) > Payments > Manage Automatic Payments

Select merchant on left, click Cancel on the right.

 

To unlink on eBay:

Account Settings >  PayPal account information > Unlink

Thanks. I cannot find a link to actually open the Paypal Cash account. Everything I find, I click, takes me to another page, click, circles back, repeat.
