Payments declined twice in 1 day - after being told by PP “won’t happen again”

I am traveling within the US. My card was declined earlier this morning, so I called and was told it was a security hold. After reconfirming my account via text message, I was assured that it wouldn’t happen again. I made 2 additional transactions today with no problems. However, the fourth attempt to make a purchase was DECLINED. Of course, it was after customer service was closed for the night. So PayPal managed to embarrass me twice today. Jumping around the site, I got to a page that told me that there is no record of any transactions being declined within the last 48 hours (which of course is obviously incorrect). I asked the rep earlier today if there was anything I could have done to prevent the first declination and was told “no”. Both primary and secondary funding sources for my account are good. What going on there?
