I need to send money to my family and this is happening. I called customer service many times but they seem like they don’t know how to fix my security issue. One lady tried to connect me to an account specialist. Is there someone who I could speak to that’s on the higher side of the technical issue? Unfortunately I couldn’t speak to the account specialist because it took too many hours. Someone please help. I think this happened because I had two accounts but the customer service told me having two personal accounts is ok. But I took it down because I heard that we’re supposed to have only 1 account. My other account was also acting up as well after I changed my phone number. No one was able to help and couldn’t figure out what to do. Is there an upper level technician I could speak to over the phone? I keep getting people who doesn’t know much whenever I call.

Payments can often be blocked or declined if PayPal detects any unusual or suspicious activity. PayPal might decline some payments to help protect you from any possible fraudulent activity. In most cases, waiting 72 hours from the last failed attempt will allow the internal security system to reset. If you're still seeing this issue on your end, I recommend waiting the full 72 hours prior to trying to send the payment again.
