I was trying to update email and now created 2 accounts and both frozen how can I recover account and access money

Does it mean both account are locked? 

Usually it means we need some information about your account or recent transactions. You may  contact us, and have the following information available  to confirm that you own the account.

 

  • Your telephone number.
  • A statement for the credit card or bank account linked to your PayPal account.
  • The email address you used to register your PayPal account.
