Link your PayPal account to Netflix if that option in your region is available. If you do not see PayPal as an option when signing up or updating your payment method, PayPal payments are not available in your region at this time.
However, you will very likely need to link a card to your Paypal Account to be able to send payment for online services in general but you don't have to use the card as the only payment method. You can use the bank account linked to your Paypal Account or your PayPal Balance if it always have money in it.
