Payment via PayPal's Xoom Service did not sit in the payee's account!?

I made a payment via PayPal's Xoom Service to Vodafone's account to pay the mobile tariff, but the payment did not reach Vodafone's account.
Xoom Service does not respond to my inquiries, PayPal only pulls out for authorization and does not want to mediate between me and its support service-Xoom.
Where to complain and from whom to seek a refund?

P.S. Vodafone has not yet received payment.
