Payment to individual with credit card

I am looking to buy a car from a individual and would like to pay using my credit card on paypal account to get the points. Is this allowed? I know there will be a fee but will the credit card company consider this a cash advance even though it is going to a different person?

Using your credit card to send to an individual person rather than a company is considered cash advancing. Please also be advised that there is no Buyer Protection on motor vehicles of any kind. If there was an issue with the car you purchase, we would be unable to cover you.
