Payment shows it has gone through but payee has not recieved my payment

I have bought an item on Ebay and paid through PayPal. PayPal is showing that I've paid, however it has not withdrawn anything from my bank yet (my PayPal balance was 0 so it should automatically take it from my bank like it normally does). The seller has also confirmed they have not recieved the payment. How long can this take?

What does it say next to the transaction in your Paypal account?

1. Pending / Unclaimed.
2. Pending / Unclaimed with a cancel option.
3. Completed / Sent.
4. Pending / Uncleared.
5. Pending awaiting authorisation.
