Payment sent but I do not receive it?

Hi, a user in Japan sent me payment in JPY via PayPal to my account in Thailand. The transaction never shows on my account - I receive no payment, but their (the sender's) account shows that the payment is already sent and the amount is already deducted from their account. A few days ago, I received other payments just fine from the UK and US.

What could be the problem?
Is there a 24 HR delay to be expected from PayPal JP?
Or Is it because it is not during business hours (it is now 2 am Japan Time)?
How do I solve this?

Well, It seems I have to answer my own question.
The answer is the payment process from PayPal Japan takes 2 hours.
So, the delay is to be expected.
