Welcome to the PayPal Community! I'm sorry to hear you're running into some issues sending money. There may be many reasons as to why you're unable to send money. First I'd recommend double-checking the Resolution Center to see if there are any limitations present or any steps that need to be completed there. If there's nothing in the Resolution Center, I'd recommend reviewing the following Help Center article for further troubleshooting: Why was my payment declined?
