Payment pending

I sent a payment to a phone number given to me for an item, the seller says he can't access the payment as it's pending, why is this?

Thank you for contacting the PayPal Community Forum and welcome as a new member! 

 

It sounds like the seller has not confirmed their mobile number on PayPal. In order to receive a payment using a phone number, the phone number must be registered and confirmed on the PayPal account.
